The Ancestry Library Edition collection has approximately 4,000 databases including key collections  such as U.S. federal census images and indexes from 1790 to 1930; the Map Center containing  more than 1,000 historical maps; <em>American Genealogical Biographical Index</em> (over 200 volumes),  <em>Daughters of the American Revolution</em><em> Lineage</em> (over 150 volumes),  <em>The Great Migration Begins: Immigrants to New England, 1620-1630</em>,  <em>Social Security Death Index</em>, <em>WWI Draft Registration Cards</em>,  <em>Federal Slave Narratives</em>, and a strong Civil War collection.  <strong>Available only in the Main Library.</strong></li>

HeritageQuest Online combines  digital, searchable images of U.S. federal census records with the digitized version of the popular  UMI® Genealogy &amp; Local History collection and other valuable content.  Along with  U.S. federal census images and indexes from 1790 to 1930, HeritageQuest Online offers more  than 20,000 book titles, including nearly 8,000 family histories and over 12,000 local histories,  in addition to the more than 250 primary source documents such as tax lists, city directories, and  probate records.<span class="bold">HeritageQuest Online can be accessed remotely  only by Troy Public Library card holders. </span><br />

<li> <strong><a href="http://www.jewishdata.com/secure/">Jewish Data</a></strong>, one    of the largest professionally compiled Jewish genealogical resources of its kind    currently available, contains over 100,000 records, including images of tombstones,    school yearbook pages and Citizen Declaration documents.  New records are    added on an ongoing basis.</li>

<h2>Genealogical Research Policy:</h2>
<p>Researchers are welcome to use the library&#8217;s Troy Room, which houses our non-circulating genealogy and local history collection.  The Troy Room is open during normal library operating hours.</p>

<p>For those who cannot visit our library in person, we offer remote assistance for a <strong>fee of $25</strong>.  The $25 fee must be paid in advance, and will cover up to one hour of genealogical research. Genealogical research can be quite labor-intensive, and even in cases in which our searching turns up no information, payment is still required. This collection has both reference and circulating  materials to assist students in selecting and applying to colleges.   The collection includes information on financial aid. This collection is located on the first  floor of the Main Library, to the left-hand side of the rear staircase.</p>

The library has a collection of books for adults  learning to read, citizenship materials, English as a second language books  and audiocassettes, and information and study guides for TOEFL and US  Citizenship tests.  This collection is located on the first floor of the  Main Library, to the left-hand side of the rear staircase.</p>

A monthly magazine full of news about new books and authors, at the  Main Library or the Lansingburgh branch.</p>
<p><strong><a href="http://www.videoeye.com/">VideoEye</a></strong>:<br />
power magnification system for readers with low vision is available in the reading room  of the Main Library.</p>
<p><strong>TTY device</strong> for the deaf is available through UHLS for a two-week loan period.</p>
<p><strong>Bi-Folkal Kits</strong>:<br />
These are multimedia packages containing program manuals,  slides and/or videos, and items relating to specific themes.  They are useful for  programming, especially for senior citizens and classes studying American  life 40-75 years ago. They can be scheduled for use on specific dates and  are usually loaned for a one week period.    <a href="http://www.nysl.nysed.gov/tbbl/"></a></p>
<p><a href="http://www.nysl.nysed.gov/tbbl/"><strong>New York State Talking Book and Braille Library</strong></a>:<br />
The New York State Talking Book and Braille Library (TBBL) lends braille  	and recorded books and magazines, and the necessary equipment to play  	recorded books, to residents of the 55 upstate counties of New York  	State who are unable to read standard printed materials because of a  	visual or physical disability.  Application forms are available through  	the New York State Library Web site on the  	<strong><a href="http://www.nysl.nysed.gov/tbbl/apply.htm"> 	How to Join the Talking Book and Braille Library</a></strong> page.</p>
<p><a href="http://www.wmht.org/rise/"><strong>RISE</strong></a>:<br />
RISE is WMHT&#8217;s 24 hour radio information service      for the blind and print disabled, serving New York&#8217;s Capital Region      and Hudson Valley.      RISE transmits on a subcarrier of the main WMHT-FM signal. Through      a specially tuned table-top radio receiver, listeners have access      to readings of local and national newspapers, popular periodicals      and books, as well as specialty programming. Receivers are loaned      free of charge to eligible applicants. Applications are available through  	the <strong><a href="http://www.wmht.org/rise/receiver.html">How to Request a Receiver</a></strong>  	page on the WMHT Web site.</p>
<p><strong>Online Book Clubs</strong></p>
<ul>
<li> <strong><a href="http://www.book-clubs-resource.com/">Book-Clubs-Resource.com</a></strong>  provides information about online book clubs and Web-based book  discussion groups.</li>
<li> <strong><a href="http://www.wpr.org/chapter/">Chapter A Day</a></strong>, a service of  Wisconsin Public Radio, provides access to the audio files of the  day&#8217;s chapter, as well as the most recently read chapters, of the books that  <em>Chapter A Day</em> program hosts are currently reading.  The hosts  include <strong><a href="http://www.wpr.org/music/fleming/">Jim Fleming</a></strong>,  <strong><a href="http://www.wpr.org/ideas/schmidt/">Karl Schmidt</a></strong>, and  <strong><a href="http://www.wpr.org/music/brand/">Catherine Brand</a></strong>. <p class="whitebckgrnd">We serve the government information needs of the 21st Congressional District  along with other depositories located at the New York State Library, Union College, State University of New York, Albany, and the Albany Law School.  Troy Public Library places special emphasis on acquiring publications from the  Census Bureau, the Department of Defense, the Department of Health and Human Services, and the State Department.  Rensselaer Polytechnic Institute (RPI) emphasizes publications from the Nuclear Regulatory Commission, NASA, the Department of Energy, patents, and technical information from most departments.</p>
<p>For assistance in locating U.S. Government documents at the library, at other local  depositories, or online, or for further information about our holdings, please  call 274-7071 or stop by the Information Desk at the Main Library.</p>

<p>The Internet is a global network of computers, which offers unlimited information of every kind, both educational and recreational. The Troy Public Library seeks to provide access to this vast resource in keeping with its mission of making information available to the community. The Troy Public Library, however, does not monitor the Internet and cannot guarantee the validity or accuracy of information found on the Internet. Library patrons are advised to exercise judgment and discrimination when evaluating the usefulness and reliability of material found on the Internet.</p>
<p><span id="more-28"></span></p>
<p>The library computers are intended for research and word-processing purposes. Games and chat rooms are not considered acceptable library computer usage. The library does not provide e-mail for customer use. Due to the location of the computers, privacy of usage is not guaranteed. Users are cautioned against displaying on the screen any material not appropriate in a public environment. (Sexually explicit material is NOT appropriate in the public library.)</p>
<p>Workstation users must have a current valid Troy Public Library or UHLAN card in order to log onto the computers</p>
<p>Because of space limitations, no more than two people may be at the computer workstation at one time.</p>
<p>Computer use is limited to one hour if others are waiting.</p>
<p>No training is provided. Limited assistance is available by the Reference staff. Patrons are expected to know how to use the computer and Windows based programs.</p>
<p>Patrons may use only the software provided on the computer workstations. Users may not bring in software and load it on to the library computer.</p>
<p>Users may not save files to the hard drive. Unauthorized files saved to the hard drive will be deleted. Patrons who wish to save work must use their own digital storage device.  Diskettes will be available for sale at the Information Desk for $1.00.</p>
<p>The printer will be supplied with paper. Users may provide their own paper if they wish. To cover the cost of printer ink cartridges, all print charges are:</p>
<ul>
<li>$.10 per black text page</li>
<li>$.25 per color text page or      graphics</li>
</ul>
<p>Only one print job may be sent to the printer at a time. (No “stacking” print jobs.) The library reserves the right to cancel print jobs if the user runs over their allotted time or does not follow this policy.</p>
<p>The library reserves the right to deny computer privileges to anyone who misuses the computer workstation or does not follow computer policy. Each person is responsible for damages done to computer hardware or software. The library is not responsible for damage or loss of data or consequential damages arising out of the use of the computers, or the library’s software.</p>

			<content:encoded><![CDATA[<p>The Troy Public Library offers its meeting rooms, exhibit spaces, and equipment for use by individuals and groups so that information, programs, and displays about many subjects from many points of view will be available to the community.  Because the library tries to sponsor programs and exhibits that will complement rather than compete with those of other local museums, agencies, community centers, and libraries, those groups are encouraged to use the Troy Public Library in coordination with their own personal events.  The Board of Trustees does not necessarily endorse the beliefs, views or policies of individuals and community groups granted permission to use its facilities and equipment.</p>
<p>The “Library Use Policy” is consistent with other Troy Public Library policies and seeks to follow state and national library guidelines.</p>
<p>Neither the address nor the name of the Troy Public Library may be used as the official address or headquarters of an organization.</p>
<p>Special arrangements and exceptions to any of the regulations described in this policy may be made with the Executive Director’s permission.</p>
<pclass="return"> </pclass="return"><strong>General Eligibility</strong></p>
<ul>
<li> The Troy Public Library meeting rooms, exhibit spaces, and equipment may be used in the library by individuals and groups for educational, cultural, vocational, and recreational purposes.</li>
<li>The library may not be used for money-raising or profit-making activities.  No admission fee may be charged, or donations solicited, at meetings or programs.  Likewise, handouts and posters which promote commercial events, products, or services, private want-ads, and other personal notices may not be displayed.  These restrictions do not apply to the Friends of the Library or to other groups raising funds for the library.</li>
<li>Individuals and groups from the Troy area will be given priority over individuals and groups from beyond that area.</li>
<li>No one under 18 years of age may apply for use.  Groups with members under 18 must be represented by a sponsor of legal age who applies for use, and a sponsor of legal age must stay with the group while it is using the library.</li>
<li>All individuals and groups, no matter what their race, color, nationality, political party, religion, economic class, educational level, or sex have the same rights and responsibilities described in this policy.</li>
<li>It is not necessary to have a Troy Public Library card in order to apply for use, see an exhibit, or attend a program.</li>
<li>Persons who apply for use at the Main Library must read this policy and fill out an “Application for Use” form.  Persons who apply for use at a branch of Troy Public Library must read and fill out this same document and return it to the branch librarian.</li>
</ul>
<p><strong>Political and Religious Groups</strong></p>
<ul>
<li> Partisan political groups may not use the library for meetings and programs unless specifically approved by the Executive Director.   The library permits religious and non-partisan political groups to use the library for meetings and programs, but only according to these guidelines:</li>

<blockquote></blockquote>
<p>1.    No religious group may use the meeting rooms at intervals so regular and frequent that the library becomes its primary meeting place.</p>
<p>2.   The purpose of all handouts, posters, exhibits, programs and meetings open to the public must be to provide unbiased information to people who are left free to consider what they find, to ask questions, to disagree, to form their own opinions, and to make their own decisions.  No handouts, posters, exhibits, programs, or meetings will be permitted in the library if their purpose is to present biased or distorted information, to recruit members, or to pressure people to adopt a set of beliefs or to pursue a course of action.</p>

<p>3.    The library will strive to schedule its meeting rooms and exhibit spaces so that several groups representing different points of view will have a chance to use them on an equal basis.  No one group will be allowed to reserve use so often or for so long that a different group also requesting use is denied the same opportunities.</p>
<blockquote></blockquote>
<p><strong>Meetings, Programs, and Exhibits</strong></p>
<ul>
<li> Use of the library’s meeting rooms, exhibit spaces and exhibits will be scheduled on a first-come, first-served basis.  Use will not be scheduled more than 90 days in advance in order to allow community groups equal access to the facilities</li>
<li> Each applicant may not book meeting space more than twice per month unless specifically approved by the executive director.  In addition, exhibitors are asked to restrict displays in the library to one month.</li>
<li> Meetings, programs, and exhibits sponsored by the library have first priority and the library reserves the right to preempt scheduled activities if the need arises.</li>
<li> Smoking is prohibited in the library in accordance with state law.  Under most circumstances, eating and drinking in the library is prohibited.  Groups whose programs include refreshments should review those plans with the adult programming librarian.</li>
<li> Publicity for library events and programs is produced and distributed by the library.  Groups requesting assistance with publicity including press releases, radio announcements, posters and fliers should discuss their needs with the adult programming librarian.</li>
</ul>
<p><strong>Handouts and Posters</strong></p>
<ul>
<li> Handouts and posters for display at the Main Library must be submitted to the staff member at the Information Desk in the lobby.  No posters or handouts may be distributed or displayed inside the library or on library premises without first being approved in accordance with this policy by a designated staff member.</li>
<li> Handouts and posters for the branches must be submitted to a staff member at the circulation desk of the branch.  No posters or handouts may be distributed or displayed at the branches without first being approved in accordance with this policy by the branch librarian.</li>
<li> Because the library has limited space for handouts and posters, library handouts and posters, will receive first priority.  In addition, the library will try to be fair when assigning space for different handouts and posters.  The size, timeliness, and quality of handouts or posters submitted will be taken into consideration.  The library is not responsible for guaranteeing that all handouts or posters submitted will be displayed or distributed.  The library disposes of outdated handouts and posters, and is not responsible for returning original or extra copies to the sponsor.</li>
<li> Handouts and other literature that are distributed to the people attending a private meeting at the library need not be seen by any library staff member.  For meetings and programs open to the public, however, handouts or other literature to be distributed must be submitted with the <a href="http://uhls.org/troy/blog/pdf/facility%20use%20application.pdf" title="Facility Use Application" target="_blank">“<strong>Facility Use Application</strong>”</a> Form to the adult programming librarian or branch librarian for approval in accordance with this policy.</li>
<li> Posters and other announcements for the Main Library outside cases must be submitted to and approved by the adult programming librarian.</li>
</ul>
<p><strong>Equipment and Furniture</strong></p>
<ul>
<li> The equipment owned by the Troy Public Library may be used only in the library or its branches, unless authorized by the Executive Director.   A person applying for use of equipment may be asked to demonstrate his/her ability to use it.</li>
<li> The applicant is liable for all damages to and losses of library property and equipment occurring during scheduled use of the facility or equipment.  The library is not liable for damages to or loss of property belonging to persons sponsoring a program or exhibit, or to persons attending a program or exhibit.</li>
<li> The library will set up and take down any furniture or equipment provided by the library.  The individual or group applying for use is responsible for setting up and taking down any furniture or equipment not provided by the library.  The library will not store any equipment, furniture, or supplies for an applicant.</li>

<li>Set your wireless network adapter&#8217;s Network Identifier (also known as SSID or Network Name) to sdpl.</li>

<p><strong>Software Requirements</strong></p>
<ul>
<li>Use a web browser, such as Microsoft Internet Explorer or Netscape.</li>
<li>Set your TCP client software to obtain addresses automatically. Install and configure TCP/IP software by opening the Network icon in the Control Panel. Under Protocol settings, add TCP/IP. Set the IP address to obtain an IP address automatically. Leave all other fields blank.</li>
<li>Restart the laptop for the changes to take effect.</li>
</ul>
<p><strong>Security Issues</strong><br />
When using any network connection, including the wireless Public Network, do not enable file sharing or print sharing. If you do so, other people may gain access to your hard drive and files, or misuse your computer. It is also highly recommended that your laptop has up-to-date antivirus software installed.</p>
<p><strong>Troubleshooting Windows NT, XP, and Windows 2000 Systems</strong></p>
<ul>
<li>Go to Start, Run and type: CMD. Click OK. A command prompt window will appear.</li>
<li>Type the following in the command prompt window:<br />
o ipconfig/all &#8211; Displays the full configuration information<br />
o ipconfig/release &#8211; Releases the IP address<br />
o ipconfig/renew &#8211; Renews the IP address</li>
</ul>
<p><strong>Troubleshooting Windows 95 and Windows 98 Systems</strong></p>
<ul>
<li>Go to Start, Run and type: WINIPCFG. Click OK. The IP configuration window will appear.</li>
<li> Click on the More Info button.</li>
<li> If you are having an IP conflict, click on the Release All button to release the current IP and then click on the Renew All button.</li>
</ul>
<p><strong>Troubleshooting Apple Macintosh Powerbooks or iBooks</strong></p>
<ul>
<li>Your laptop must have the MacTCP Control Panel installed. This control panel comes with recent versions of the system software and should be pre-installed.</li>
<li> If you have other MacTCP configurations that you would like to save, MacTCP Switcher is a useful utility for storing several set-ups.</li>
<li> To configure your MacTCP, choose to Connect via Ethernet. Configure using DHCP server, AirPort Preferred Network: sdpl.</li>
</ul>
<p><strong>Limitations and Disclaimers</strong></p>
<ul>
<li>The Library&#8217;s wireless network is not secure. Information sent from or to your laptop can be captured by anyone else with a wireless device and the appropriate software, within three hundred feet.</li>
<li>Library staff are not able to provide technical assistance and no guarantee can be provided that you will be able to make a wireless connection.</li>
<li>The Library assumes no responsibility for the safety of equipment or for laptop configurations, security, or data files resulting from connection to the Library&#8217;s network.</li>
</ul>
<p><strong>Prohibited Activities</strong><br />
Illegal or inappropriate use of the Internet is not permitted. If inappropriate images are displayed in view of others in the Library, the offending party will be asked to leave the building.<br />
